The federal ap peals court with jurisdiction in that area has interpreted the law differently. When Longstaff applied for a visa in 1966, he was asked if he had “ever been afflicted with psychopathic personality, epi lepsy, mental defect, fits, faint ing spells, convulsions or a ner vous breakdown?” He answered, “No.” The official interpretation of “psychopathic personality” at the time included homosexual- ity. In 1975, Longstaff applied for citizenship. Testifying at naturalization proceedings, he said he was a homosexual and had “always been a homosex ual.” (T) LIVER CHOCOLATE (T) GRAPEFRUIT s| 0N\0N 0 SPINACH-CARROT SWIRL 0 PICKLE <\ PEACH 0 CHEESE SHERBERT © SALAD FLOAT ICE CREA/n © BEER BOTTLE BRICKIE © STRAWBERRY- PRUA/E © BALAAM BROCCOLI @ MUSTARD (j BLUEBERRIES 0 BEEF 4 6RAPES ©POTATO PINEAPPLE FLAVORS ©PORK ^ BEAN FUDGE ©TOMATO CARAMEL ©BUTTERSCOTCH AVCHOV/ ©SAUERKRAUT 4 HAIR (fz)PECAN 4 CIGARETTES ©CHERRY 4 CORN Bush assails Soviet adventurism urges constructive relationship The 5th U.S. Circuit Court of Appeals in New Orleans upheld a Texas federal district court ruling that denied Longstaff cit izenship, but gave him an op portunity to produce evidence of good moral character. An Immigration and Natu ralization Service hearing ex aminer then found that Longs taff proved he had good moral character, but recommended denial of citizenship. United Press International WASHINGTON — Vice President George Bush, open ing a two-day meeting of NATO foreign ministers, said Tuesday a “trail of Soviet ad venturism” threatens the inde pendence of Third World na tions from Asia to Africa and Latin America. Speaking at a State Depart ment ceremony beginning the 16-nation NATO foreign min isters meeting. Bush said de spite Moscow’s “aggression arid subversion” one of the alliance’s main objectives is to build a more constructive relationship with the Soviet Union. But he cited “setbacks and disappointments” that have th warted the goal. “The Soviet military buildup did not stop at parity but went on accumulating weapons of all kinds far beyond Soviet de fensive needs ... and progress in Europe was not matched by So viet restraint elsewhere,” Bush said. The vice president said an other priority of NATO is to ensure “that freedom and inde pendence in the Third World is not destroyed by aggression and subversion. “The trail of Soviet adventur ism — from Asia to Africa to Latin America — poses a threat to the independence and terri torial integrity of sovereign states,” he said. tions of their “continuing sponsibility to help the states of the Third World protect them selves.” French Foreign Minister Claude Cheysson agreed that East-West relations are in “a very difficult phase,” but said the alliance is “more resolute than ever to maintain peace ... making war unthinkable.” Bill and I g their r itry mus _y night in est - laid b If the na 11, it’s bee- team eved su] more th; playing hat doi iearne, tho playin in nig “psychological and pressure” on the W< ploying SS-20 interim range missiles that upsti ■We play of danc ” Bill s; balance of Europe. forces Cheysson cited the Soviet in vasion of Afghanistan in 1979, the declaration of martial law in Poland in 1981, and Soviet vio lations of human rights as con tributing to the current tension. fhe Hear jinie was 1 Igally blin alburns last w Bn” in 19 NATO SecretaryGenti^ "h? a lb°i seph Luns, 72-year-o Dutch foreign minister.l blamed the Soviet UnionM deterioration in East-Wfl lions.
