A state district judge and the Louisiana Supreme Court Wednesday rejected appeals by attorney William Quigley for a stay of execution for Sonnier, who was convicted of kidnap ping the couple, handcuffing the young man to a tree, raping the young woman and then kill ing them both. Sonnier is scheduled to be electrocuted between midnight and 1 a.m. CST. The fathers of the two Son nier victims will be official state witnesses at his execution. After the two denials Wednesday, Quigley filed an appeal with U.S. district Judge John Shaw in Opelousas. “If (Shaw) rules against us, we will go to the 5th Circuit Court of Appeals in New Or leans,” he said. “If they rule against us, we will go to the U.S. Supreme Court.” Sonnier lost his appeal Wednesday to state District Judge C. Thomas Bienvenue of New Iberia and the state Su preme Court. Each of those courts, as well as Shaw and the higher federal courts, pre viously have denied Sonnier ap peals. WHERE'S the PARKING?? Joseph Biden, D- Del., said: “We can see where this fellow is taking us. ... I be lieve the day after he is re elected you will see American troops fighting in Latin Amer ica.” The proposal — an amend ment to a bill providing emer gency aid to El Salvador — was rejected 59-36. Sen. Edward Kennedy, D- Mass., failed in a similar at tempt last week, but the new amendment picked up the sup port of some Democrats who had opposed his earlier efforts to bar combat troops from El Salvador, Nicaragua and Hon duras. Earlier in the day, the Senate sent a warning to the Salvado ran military by approving an amendment that would halt U.S. aid to the embattled coun try if the army overthrows El Salvador’s duly elected presi dent. Although the proposal by Sen. Dale Bumpers, D-Ark., does not mention any individ ual, it was clearly intended to E rotect moderate Jose Napo- ;on Duarte, who faces a runoff election with rightist Roberto d’Aubuisson. Kennedy said the latest amendment would mean “no blank check for Ronald Reagan to send combat troops into El Salvador.” Sen. Nancy Kassebaum, R- Kan., called the proposal a “se riously flawed policy” that would undermine the presi dent’s authority as commander- in-chief. Sen. Barry Goldwater, I Ariz., complained of civiliaim terference in military matten. He said he would do an) to avoid war “but not go dow on my knees and put my tail be tween my legs.” The amendments were ol- fered to a bill containing million in emergency militan aid Reagan has requested fort! Salvador and $21 million hehii asked for to support I backed rebels in Nicaragua. The Senate faced the bility of a closed-door session lo discuss the Nicaragua aid possibly an unrelated amend ment urging a treaty to anti-satellite weapons. Senate Republican leadn Howard Baker pushed theSen ate to finish the overall the next day or two. Former intelligence official charged with espionage United Press International WASHINGTON — A for mer Army intelligence official whose business ventures drove him to bankruptcy was arrested Wednesday and charged with selling the Soviet Union infor mation about a U.S. double agent. Richard Craig Smith, 40, of Bellevue, Wash., was accused of taking $11,000 from a KCB agent for information that would allow the Soviets to iden tify a double agent whose mis sion was to identify KGB spies. Smith was arrested at Dulles International Airport in subur ban Virginia when he stepped off a plane from Seattle. Officials identified Smith as a former employee of the Army’s Intelligence and Security Com mand, which protects the Army against spies. They said he sold the Soviets information that would allow them to identify “Royal Miter” — a top double agent. Through “Royal Miter,” the FBI said, INSCOM was able to identify KGB officers engaged in espionage against the United States and to determine KCB intelligence priorities and meth ods ofoperations. “The existence of the Royal Miter operatijpn pitd Ml. details concerning its execution are classified as secret,’’ the govern ment said. From October 1976 to July 1978, Smith acted as a case offi cer or alternate case officer for “Royal Miter.” The FBI said Smith met with the double agent and "had access to and knowledge of classified infor mation concerning the opera tion.” IMMIGRATION AND NATURALIZATION LAW Law Of ices of Crumley & Blakeway Citizenship and Naturalizaion Student Visa Information Relative Visas • Labor Certifications Fiancee Visas • Professional Visas Foreign Medical Grad Information CGFNS (H-1, J-1) NOTE: All Immigrants and Non-Immigrants residing in the Bryan-College Station area are under the exclusive jurisdiction of the San Antonio Immigration And Natu ralization Service office.
