In order to qualify as a candidate for a degree in the College of Science, each student must
demonstrate an ability to express himself/herself in acceptable English. This requirement
may be satisfied by (1) passing an examination in English composition (EPE) taken not later
than the spring semester ot the junior year, or (2) completing English 301 at Texas A&M
University with a minimum grad of "C".
Any student who fails the written examination (EPE) must satisfy the
Engliah Proficiency requirement designated by his/her respective de
partment.
Studants In the Departments of Biology. Chemistry, and Mathematics desiring to complete the EPE this
semester or who have a conflict with the designated testing date should see Mrs. Radke, Room 152 A&A
Building. Students in the Department of Physics should report to the designated location on the day of testing.

JUAREZ, Mexico — The new
Juarez City Hall rises six stories
high, an imposing building that
dominates the landscape as one
looks south from El Paso across
the Rio Grande.
The mayor who moved the
Juarez city government from its
cramped, outdated quarters in a
rundown section of the border
city to the new uptown building
has been occupying the muni
cipal government palace only a
month.
He is Jose Reyes Estrada, 54,
a charismatic politician who says
he is bowing out of politics fore
ver next week when his three-
year term as mayor ends.
But friends say Reyes Estrada
is a natural politician, a man who
thrives on the pressure of public
office. They predict he’ll be
serving in some public post be
fore too long.
“No,” he insists, swiveling the
mayor’s chair around to gaze out
the window on downtown
Juarez. “There’s my law office
and that’s where I’m going. I’m
through with politics forever.”
Reyes Estrada is a loyal mem
ber of the Partido Revolucionar-
io Institucional , the Insti
tutional Revolutionary Party.
PRI has dominated politics in
Mexico the past 54 years.
Next week, however, the new
mayor will inherit the PRI-built
City Hall. Francisco Barrio Ter-

Mexico’s largest state. The vic
tory surprised most veteran
political observers who were not
looking for a swing to the right.
