The mayor who moved the Juarez city government from its cramped, outdated quarters in a rundown section of the border city to the new uptown building has been occupying the muni cipal government palace only a month. He is Jose Reyes Estrada, 54, a charismatic politician who says he is bowing out of politics fore ver next week when his three- year term as mayor ends. But friends say Reyes Estrada is a natural politician, a man who thrives on the pressure of public office. They predict he’ll be serving in some public post be fore too long. “No,” he insists, swiveling the mayor’s chair around to gaze out the window on downtown Juarez. “There’s my law office and that’s where I’m going. I’m through with politics forever.” Reyes Estrada is a loyal mem ber of the Partido Revolucionar- io Institucional , the Insti tutional Revolutionary Party. PRI has dominated politics in Mexico the past 54 years. Next week, however, the new mayor will inherit the PRI-built City Hall.
