Page 8/The Battalion/Wednesday, September 21,1983 Billion dollar plan to solve flooding ,, Ip* United Press International HOUSTON — A chamber of commerce study committee Tuesday proposed a $1 billion spending plan to solve flood ing problems in the Houston area within 25 years, officials said. Dr. Neil E. Bishop, vice chairman of the study com mittee, said the proposal could reduce from 20 percent to zero the percentage of the developed area county s which frequently floods. Committee officials said the Harris County Flood Con trol District, the city of Hous ton and the U.S. Army Corps of Engineers need to spend $ 1 billion over the next 25 years to attack the area’s flooding problems. “Channelization (of the county’s bayous and other wa terways) is the only feasible measure to obtain this level of protection in already de veloped areas,” the study said. Environmentalists and resi dents along natural waterways have resisted such efforts in the past. Bishop said in some cases — particularly Buffalo Bayou — it might be necessary to build new overflow channels to handle extreme flooding while keeping the existing bayou in a near-natural state. The committee further re commended Harris County and the city of Houston in crease enforcement of already existing laws and regulations to stop further development from increasing flooding. Slat tery, former vice president of Trans World Airlines, Tuesday was named president and chief operating officer of the new Braniff International airlines. Jay Pritzker, chairman of the Hyatt Corn, which is financing the Braniff resurrection, will be chairman of the board for Bra niff. Pritzker said in interviewing candidates for the job to head the reorganized airline, which went bankrupt in May 1982, he was introduced to many people “through various friends and headhunters.” “I was impressed with Bill (Slattery),” Pritzker said. “I con tinued to meet other people, but I became convinced Bill was the man for the job.” Slattery, 40, was employed 16 years by TWA, most recently as vice president of the interna tional division. “We will be based in Dallas, hubbed in Dallas with about 70 departures a day,” Slattery said. “We will fly to the major cities on the East Coast, the West Coast and in between.” Slattery said the exact route schedule still was under study and he could not be more speci fic. He said the reorganization deal with Hyatt, under federal bankruptcy court, probably would be consummated by Dec. 15. March 1 is the target date for the airline to begin flying again with about 30 Boeing 727jet air craft. He said the March 1 star tup would get the airline in posi tion for the summer peak traffic period and he expects June 1984, to be the first financial break-even month of the new carrier. The new airline will be known as Braniff International, although there were no immedi ate plans for international flights, he said. “First overtures to former Braniff employees will be made as early as mid-October to try to determine which of the workers want to come back,” he said. Slattery said it had not been determined what color scheme or seat configuration the new airline will use.
