the kickoff of a massive cam
paign to register an additional 1
million Hispanic voters before
the 1984 general election.

Cisneros and Hispanic repre
sentatives from four states and
the District of Columbia
announced the Southwest Voter
Registration Education Project
campaign at a news conference
Tuesday.
“We have high and lofty
goals,” said Ruben Valdez, dire
ctor of the Colorado Depart
ment of Labor and president of
the Southwest Voter Group.
Valdez, a former speaker of
the Colorado House of Repre
sentatives, told reporters that
before the 1984 election they
will register an additional 1 mil
lion Hispanics. He also said ab
out $2 million had been pledged
to support the voter drive, which
he described as a call to action.

Wednesday’s Senate approval
was part of a $14.2 billion 1984
Energy and Water Development
bill that now goes to a confer

differences in the two versions.

based SWPA, which sells its pow
er at wholesale — primarily to
