San Antonio Mayor Henry Cisneros and Hispanic repre sentatives from four states and the District of Columbia announced the Southwest Voter Registration Education Project campaign at a news conference Tuesday. “We have high and lofty goals,” said Ruben Valdez, dire ctor of the Colorado Depart ment of Labor and president of the Southwest Voter Group. Valdez, a former speaker of the Colorado House of Repre sentatives, told reporters that before the 1984 election they will register an additional 1 mil lion Hispanics.
