showing a drop in the nation’s
unemployment rate to 10.4 per
cent.
Reagan, at a White House
news conference less than three
hours after the report was re
leased, called it “one more sign
that America is on the mend.”

The seasonally adjusted 10.4
percent rate for January was the
first decline since the recession
began 18 months ago. It re
flected a drop of 0.4 percentage
points from December’s 10.8
E ercent level, which was the
ighest since the end of the
Great Depression.
Reagan appeared optimistic
that earlier administration pre
dictions of a 10.9 percent aver
age jobless rate for 1983 would
not be reached.
“There (may) be a month
where it might level off or come
up a little above 10.4,” Reagan
said. “I don’t think you’ll see it
come up above the high mark of
10.8.”
