The seasonally adjusted 10.4 percent rate for January was the first decline since the recession began 18 months ago. It re flected a drop of 0.4 percentage points from December’s 10.8 E ercent level, which was the ighest since the end of the Great Depression. Reagan appeared optimistic that earlier administration pre dictions of a 10.9 percent aver age jobless rate for 1983 would not be reached. “There (may) be a month where it might level off or come up a little above 10.4,” Reagan said. “I don’t think you’ll see it come up above the high mark of 10.8.” Labor Statistics Commission er Janet Norwood cautioned that seasonal adjustment factors may have exaggerated the Janu ary decline because of unusually mild weather and slower-than- normal sales in the Christmas season. The report showed 11.4 mil lion persons officially unem ployed in January, a drop of 590,000 from December. Total employment, however, in creased by only 10,000 to 99.1 million. because it showed no jobs. Kirkland said the decreas occurred because of the rak tion of 600,000 persons fre: the civilian workforce. “Behind the statistics, cruel fact remains,” Kirkk said, “unemployment is an intolerable record-tiic level.” Repti lici of I The unemployment figure does not include 1.8 million so- called “discouraged workers” who have given up seeking em ployment, nor millions of others who have accepted only part- time jobs because of the reces sion.
