County official is punished for forcing voodoo practices United Press International DALLAS — A Dallas County official, who allegedly forced subordinates to practice voodoo with her, has been demoted and put on probation. on six months probation by Community Corrections Dire ctor Robert March. Jan Irby was demoted from assistant director of operations for the Dallas County Commun ity Corrections Department to supervisor of a work release program. The demotion cost her $>6,672 a year in salary, offi cials said Tuesday. In addition, she was placed March, in a letter to County Judge Garry Weber, said the punishment recognized Irby’s 13 years of service to the depart ment and “took into considera tion some personal stress that she was undergoing during the period of time that the violations of the county’s personnel rules took place.” According to an investigation by county officials, Irby ordered an employee to sprinkle pepper in the county commissioners’ chambers so they would be un able to hire a new director for the Community Corrections de partment. On another occasion, Irby wrote the names of county offi cials on an eggshell and asked the same employee to throw the shell into a creek. The creation of the Com munity Corrections Department and its incorporation of three other programs put Irby under closer supervision, officials said. : ssils;'® Is EPA to remove deadly soil United Press International WASHINGTON — In stead of taking emergency ac tion, a top Environmental Protection ‘Agency official is opting for planned removal of soil contaminated with deadly dioxin at two suburban St. Louis residential areas, agen cy sources say. Residents of the contamin ated sites in Imperial, Mo., were advised Tuesday night EPA is considering giving them an option of relocating while it carries out removal of the soil. EPA officials scheduled a news conference Wednesday in St. Louis to detail the deci sion of Rita Lavelle, assistant agency administrator, that no emergency exists. In disclosing her decision late Tuesday, EPA sources said no timetable was set for what was called a “planned re moval.” The agency appa rently will attempt to haul away the soil to a disposal site selected by the state. “I don’t like it. I want out. I don’t think it can be cleaned up — not safe enough for me to live here,” resident Dennis Lynch said after meeting with EPA officials. Lavelle sent a letter to Mis souri Gov. Christopher “Kit” Bond Tuesday disclosing her decision and planned to meet with him Wednesday. She also held a S'/a-hour meeting Tuesday with Missouri en vironmental officials and health experts and officials of the Centers for Disease Con trol in Atlanta. Unless they move, resi dents face the risk of con tinued exposure to the dead ly, cancer-causing agent. They have faced that risk for several years, and health ex perts have said exposure should be ended as soon as possible. “If they’re planning to do it at some date in the future, the thing I can say is, I’ll believe it when I see it,” Harold Mihker, on whose property much of the contaminated soil is lo cated, said. Minker noted that soil con taining one part per billion of dioxin is “supposed to be bad, and we’ve got 900 parts per billion. That’s only 900 times as bad.
