a ‘growth industry’

HOUSTON — The director
of the nation’s largest prison sys
tem says he has “the only growth
industry in Texas” and a surge
in the state’s crime rate indicates
the trend will continue.

Corrections, said Friday he was
not optimistic the state prison
population would decrease any

“I’ve got the only growth in
dustry in Texas, but until there
are significant changes made
there will not be any relief in
sight,” he said.
The TDC houses 35,740 in
mates in 23 prison buildings, in
cluding a hospital facility in Gal
veston. It is the largest prison
system in the country.
Estelle said the economy was
not to blame for the surge of
crimes.

“I’m not going to buy off on
the economic explanation for
crime,” Estelle told Houston
Chamber of Commerce crime
control committee members.
“We have advanced so rapidly
in so many areas, but we have
declined in social values. Not
many people would argue that,”
he said.
He urged the businessmen to
support increased state approp
riations for the penal system.
For fiscal year 1984, Estelle
said he planned to seek $997.7
million, which would also cover
the cost of several new prison
facilities and pay the salaries of
about 1,500 new employees, as
required by a federal judge. In
fiscal year 1985, $529.7 million
will be requested.
He acknowledged legislators
have priorities, “but from time
to time fiscal priorities change. I
would hope the prison system
priority has moved up two or
three steps.
“You are going to see a
biidget from the prison system
that will knock you off your
chairs,” he said.
