Not many people would argue that,” he said. He urged the businessmen to support increased state approp riations for the penal system. For fiscal year 1984, Estelle said he planned to seek $997.7 million, which would also cover the cost of several new prison facilities and pay the salaries of about 1,500 new employees, as required by a federal judge. In fiscal year 1985, $529.7 million will be requested. He acknowledged legislators have priorities, “but from time to time fiscal priorities change. I would hope the prison system priority has moved up two or three steps. “You are going to see a biidget from the prison system that will knock you off your chairs,” he said.
