The Dow Jones industrial av erage, which went up 10.94 points Tuesday after dropping more than 14 points at midses sion, was ahead 0.64 to 1,006.71 at 11 a.m. ED E. It had been ahead by more than 5 points at the outset of trading. But on Monday, the Dow av erage plunged 36.33 points in its steepest setback since Oct. 28, 1929 — the day before Black Tuesday and the panic which led to the Depression — follow ing an unprecedented 260-point surge the previous 10 weeks. Advances led declines by a margin of 92. Volume at the first hour was about 25 million shares compared with about 29 million in the same period the previous day.
