BROWNSVILLE — The
Lower Rio Grande Valley De
velopment Council plans to
build an alcohol detoxification
facility in Brownsville to combat
the problem of alcoholism, a
council spokesman said.
Residents are expected to
voice opinions on the project at a
public hearing Thursday night.
“One of the things the (coun
cil) has tried to do for a long time
is to do something about con
stant inebriation,” Susan McEl-
roy, council director of criminal
justice, said Tuesday.
“What we want to do in
Brownsville is set up a model
program and have people come
down here and see if this prog
ram would work in other com
munities in Texas.”
Because money for such a
unit would come from a federal
block grant allocated by the
Texas Commission on Alcohol
ism, the Harlingen-based coun
cil must first hold a public hear
ing to see if Brownsville resi
dents perceive inebriation to be
a problem, she said.

I A workshop on employment
of the handicapped will be held
Monday in 401 Rudder.

promote hiring the handicap-
d and will be assisted by mem-
ers of the Texas A&M System
mployment of the Handicap-
ed Task Force. The task force
Is composed of several staff
members throughout the Texas
A&M System.
[ The workshop will start at
1:30 a.m. and run until 4:30
p.m. The program will include
the award winning film, “A Dif
ferent Approach,” by Norman
Lear, lectures, slide presenta
tions and briefing on laws con
cerning the handicapped.
The workshop is open to stu
dents, University employees and
the public. However, reserva
tions must be made through
Joyce Thompson, Affirmative
Action office at 845-8152. Li
mited seats are available.
Even though there are laws to
protect the handicapped,
Wright said, “Hiring the hand
icapped is good business.
“Any institution that is getting
federal funds has to have an
affirmative action program to
advance, hire, promote and
train handicapped employees.”
Institutions of higher educa
tion have a double obligation, he
said, because it is one thing to
promote and hire a handicap
ped individual, another if the
person has problems getting
into buildings.
“We are really stressing prog
ram, building and facility acces
sibility in this workshop,” he
said, “plus how to utilize hand
icapped employers and to make
accommodations for them.”
