Residents are expected to voice opinions on the project at a public hearing Thursday night. “One of the things the (coun cil) has tried to do for a long time is to do something about con stant inebriation,” Susan McEl- roy, council director of criminal justice, said Tuesday. “What we want to do in Brownsville is set up a model program and have people come down here and see if this prog ram would work in other com munities in Texas.” Because money for such a unit would come from a federal block grant allocated by the Texas Commission on Alcohol ism, the Harlingen-based coun cil must first hold a public hear ing to see if Brownsville resi dents perceive inebriation to be a problem, she said.
