Whether the United States government should provide monetary assistance to its citizens in the form of Social Security benefits, food stamps, Medicare, Medicaid and other federal aid programs was the topic debated. Harrington said he was for the resolution but that he did not accept the Welfare State as his ideal. Harrington said that the national image of the Wel fare State is wrong. Americans stereotype the State as handing money to lazy people who don’t want to work, and as interfering with economic growth. Phillips said the central issue was whether or not America can survive the Welfare State and move forward to the policies of economic opportunity and eco nomic growth. He said econo mic opportunity and growth can eliminate poverty and not just alleviate it, while dramatically increasing the prosperity and well-being of Americans. Harrington said money should be given to corporations to invest in creating jobs and productivity. Phillips disagreed. Instead of promoting the work ethic, he said, the federal dollars are promoting the wel fare ethic. Regents approve quarantine facility by Michael Larkin Battalion Reporter A $1.7 million high-security insect quarantine facility to house and study parasites has been approved by the Texas A&M System Board of Regents. It will be located on Highway 60 near the Veterinary Science Building. Dr. Robert Wharton, director of the existing quarantine, said the current facility is not large enough to accommodate the current research programs. The facility will be a much needed improvement, Wharton said, and will provide additional office and lab space. Along with the new building, the quarantine will get new equipment and personnel. They have requested an additional $200,000 from the state to pav for it, Wharton said. The new equipment and per sonnel will help to meet existing needs in the research program, he said. The three research scientists workihg on the program are trying to find the natural ene mies of crop pests, The program is studying the medfly, boll weevil and the rice-borer. The research scientists are trying to find parasites from around the world that might lie used to stop these pests, Whar ton said.
