The federal court lawsuit was filed Tuesday by St. Luke’s Epis copal Hospital, Texas Chil dren’s Hospital, Texas Heart In stitute and the Greater Houston Hospital Council, representing 78 Houston area hospitals. The suit charges the regula tions adopted by the Texas Medical Disclosure Panel re quire hospitals to practice medi cine, something hospitals are not licensed to do. The hospitals want a judg ment invalidating certain provi sions of the Medical Liability and Insurance Improvement Act and rules adopted under it June 1. The neutron warhead differs from other nuclear explosives because there is no outer shell, permitting neutrons to escape. Loosing the neutrons reduces the blast effect but boosts the radiation level, making a neut ron warhead an effective tank killer without destroying vast areas of property. The Army declined to com ment on its request because of its classified nature. No cost esti mates for the project were avail able, but indications were it would be more than $1 billion. Neutron warheads can be added to the Lance surface-to- surface missile and the 8-inch howitzer shell. Besides triggering new anti nuclear sentiment, a decision to manufacture the new shell also could raise doubts about U.S. sincerity at the arms reduction talks under way in Geneva since Nov. 30.
