A Houston Coast Guard offic er said he received a call that the tow boat Cherokee Warrior in Galveston Bay was taking water, but it stabilized and stayed afloat when the storm passed. Many other small vessels were caught out of the harbor when the storm hit, but most made it to shelter because of warnings from the National Weather Ser vice, Coast Guard Operations Officer Matthew Walter said. He said his office received many distress calls from boats. “I’ve seen a worse situation but never here in the Galveston area,” said Walter, who has also worked in ports on the Atlantic coast. “The storm just came through so fast.” However, he added, “There were broadcasts out before it hit. You could see it coming. Most people did take shelter. Some didn’t.” ,The storm rode the front edge of a cool front that swept South Texas early Tuesday and Gal veston just before noon. Davila also was convicted on two counts of forgery stemming from arrest reports prosecutors said he falsi fied. Davila faces a maximum 27 years in prison and Jacques could receive a seven-year pris on term when the two go before U.S. Judge Harry Lee Hudspeth for sentencing July 13. Prosecutor Elsa Lamelas said she was elated at the federal jury’s verdict. “It is real difficult to win civil rights cases against law enforce ment officers,” she said. “They have a lot of power.” Co-defense counsel Jack Lus- combe said he was shocked at the verdict. “I think the government was shocked also,” he said. “This is the last time I will ever feel good about a case before they reach a verdict.” Luscombe said his defense case was damaged by Huds peth’s decision not to allow jurors to hear evidence pertain ing to whether the two women were prostitutes. He declined to say if the two officers would appeal the verdict. Prosecutors contended Davi la and Jacques stopped the two women and two Fort Bliss sol diers who were with them, and released the soldiers before tak ing the women to Davila’s apart ment where they were raped. Federal prosecutor Nora Jean Flanagan told the jury Monday the two women were arrested at the bridge at 4:30 a.m. and “driven through little dark alleys” until they reached Davi la’s apartment. Flanagan also told thejury the agents later attempted to cover up the incident by creating false arrest records, saying they had processed two illegal alien women that morning.
