The Legal Aid Societv of Central Texas received the favorable verdict Tuesdav in its suit against the Texas Depart ment of Human Resources. The societv sued the department on behalf of all welfare children. L’.S. District Judge Lucius Bunion ordered the state to reinstate annual checkups rather than checkups once even three vears. and to provide fluoride trea'tments. extractions of impacted teeth, posterior root canal work, partial dentures, crowns and space maintainers. "He’s ordered us to reinstate evervthing. but we're going to appeal it." Assistant Attorney General Ann Snell said. Snell said that because the program is partiallv funded bv the state, the federal courts have no jurisdiction. The federal gov ernment pavs 55 percent of the program, which is meant to re duce future Medicaid expenses. Bunton rejected a plan bv the state to reinstate onlv annual checkups, fluoride treatments and root canal work. The program is expected to cost the state ST4 million in 1985 and possiblv more if the department agrees to a 15 per cent increase for dentists' fees. France, will tn to sail 3.000 miles aboard a 12-foot-long surfboard — with an attached sail and rudder — that weighs 43 pounds and is less than an inch thick. "It looks exactlv like a surf board." Maun said. "You stand up on it and sail it like a boat, but vou have to ... hold the boom all the time." He plans to set sail Saturdav from near the southern tip ot Texas in the Mexican border town of Matamoros. travel along the Gulf coast, up the Eastern seaboard, into Canada and across the Great Lakes, docking finallv in Duluth. Minn., in four months. Maun said if the weather's right he will consider a second leg ol the \ <wage that would take him dow n the West Coast to San Diego. " He plans to sail for as long as 10 hours a stretch, stopping in whatever towns catch his in terest to sleep or restock food supplies.
