David Cardenas is the only federally licensed peyote dealer remaining in this South Texas city, located about 30 miles east of Laredo. For more than a cen tury the town has been the prime peyote shopping center for thousands of Indian church members across the nation. But Cardenas, 65, says his days as a peyote seller are num bered, because local ranchers, wary of thefts on their land, have refused to lei him harvest the cactus buttons, which are trimmed to bite-size and dried in the sun before being consumed. “Right now, the peyote is be coming so very scarce,” Carde nas said. “The ranchers won’t allow anybody to go over there and harvest the peyote, and that’s the only reason it is so hard to Find it now. “These ranchers that we have here think we can go over there and steal a calf or kill some deer. They’re really jealous about their land. They have a big lock on every gate.
