BROWNSVILLE — A for

come the second ex-officer to
reach a plea-bargaining agree
ment with the government in
the prisoner brutality cases in
volving the force’s so-called “C-
Shift Animals.”
Isidro Ybanez Jr., 35, who
had revealed details of brutality
incidents to federal authorities,
pleaded guilty Wednesday to
federal civil rights charges.
“I’m pleading guilty because
I do understand I violated the
man’s rights,” Ybanez told U.S.
Magistrate William Mallet. “It
had been a long, hard night and
I lost my temper and I used
more force than I should have.”
Sentencing was scheduled for
March 5. Prosecutors recom
mended Ybanez, who admitted
beating an intoxicated prisoner
in 1977, receive a 30-day sus
pended jail term, be placed on
five years probation and be for
bidden to seek employment in
law enforcement during that
period.
The guilty plea by the di
vorced father of four who man
ages a McAllen sporting goods
store came nine days after a
similar plea-bargaining agree
ment between the government
and former Sgt. Roberto Ramos,
whose trial on the charges had
ended with a jury deadlocked
10-2 for conviction.
Three other ex-officers also
were indicted, and jury selection
began in their combined cases in
U.S. magistrate’s court Wednes
day. Scheduled for trial next
Monday are Tom W. Carter,
Jaime E. Contreras and Alfredo
Saldana.

toward homosexuality chang
ing, police say they are getting
more male complaints about
homosexual rape — a crime they
say always has occurred, but
usually went unreported.
“Several years ago, it was un
heard of,” Detective L.W. Hen
ning said, “They didn’t want to
sit in front of a judge and tell
what happened. It’s a matter of
macho image. But they are com
ing out more. It’s a freer lifes
tyle.”
Henning said police now av
erage about 10 homosexual rape
complaints from men annually.
He said the total is tiny com
pared to the 1,000 or so heter
osexual rapes reported by
women.
But he said five years ago
there were no male rape reports.
So far, Detective Donna Autry
said, she knows of no female
homosexual rape complaints.

The 13 youngsters were
