Assistant Secretary of State Diego Asencio told the Senate immigration and refugee policy subcommittee the administra tion’s proposal to establish sepa rate limitations of 40,000 each on immigration from Canada and Mexico. The current immigration ceil ing is 270,000 per year — in cluding 20,000 each from Cana da and Mexico. With the doubl ing of the Mexican and Cam dian quotas, the total ceil would rise to 310,000, Asena said.
