The San Antonio Citizens Con cerned about Nuclear Power wants the removal of Houston Lighting & Power as the project’s managing partner and revokation of the construction permit. The group claimed Monday HL&P withheld from the NRC damaging details of a consultant’s report that outlined serious design (laws in the nuclear plant. Coordinator Lanny Sinkin said HL&P kept the unfavorable con sultant report by Quadrex Corp. secret after receiving it last May, and he claimed the alleged cover- up was the “result of direct in volvement of top HL&P manage ment personnel.” HL&P spokesman Don Beeth said Monday the Quadrex report was made available to the NRC one week after it was received and was sent to the NRC at its request about one month ago. He said the report’s findings were not as dis astrous as opponents claimed. “Serious, yes,” Beeth said. “Catastrophic, no.” The report said Brown & Root, prime contractor on the project until it was replaced earlier this month, used designs from reactors of other nuclear plants without checking to see whether the en gineering meshed with that of the South Texas project. It also said Brown & Root en gineers improperly logged their work, which Sinkin said made it impossible to determine whether the plant has been safely designed and constructed thus far. “Quadrex shows that the Brown & Root design programs were a disaster,” Sinkin said. “The report taken as a whole creates the belief that all construction to date is based on inadequate en gineering. ” Beeth rejected Sinkin’s conten tion that overall design of the pro ject was faulty. “This sounds to me like just another in the long string of attacks on the project,” Beeth said. “The NRC has not seen fit to get all excited about it. “We don’t see anything that is not fixable with a reasonable effort. ” He said the bulk of Quadrex’s findings dealt with future con struction and had little bearing on in-place construction. The nuclear project, located southwest of Bay City, is six years behind schedule and 400 percent over its original $1.1 billion budget. Legislative group to study amount of teaching time tzi. Glossbrenner, a former teacher said: “The students are being counted in more than one prog ram and tested in more than one program, and being tested to death for no good end. “I know from experience that you cannot test kids, test them and keep testing them and still have them take the tests seriously.” Kirby said there are about 148,000 students classified as mig rants in 350 Texas school districts this year, with the heaviest con centrations being in the Lower Rio Grande Valley, along the Texas-Mexico border and in West Texas.
