Insurance may be cut
for federal workers

ATLANTA — Congress must
act within the next few weeks to
prevent health insurance cover
age for nearly 2 million federal
workers from being cut off, an in
surance company executive says.
James Gillman, director of Blue
Cross-Blue Shield’s federal em
ployee program, said in an inter
view Sunday the program is on the
verge of bankruptcy.
Gillman put the blame on fed
eral budget cutting, which lo
wered the government s contribu
tion to premiums for its employee
health insurance. Now, Blue
Cross-Blue Shield will pay out ab
out $200 million more in benefits
than it receives in subscriber in
come, he said.
Gillman said 1.8 million gov
ernment workers and 5 million
family members insured by Blue
Cross-Blue Shield will find them
selves without coverage begin
ning Jan. 1, 1982, unless a recov
ery plan is worked out by Con
gress.
“It would be wrong for us It

WASHINGTON — The Sup
reme Court refused Monday to re
view an amusement park case
which pits consumer protection
against the Reagan administra
tion’s drive to reduce regulations
on business.
The justices ordered a federal
appeals court to dismiss a dispute
between the Texas State Fair and
the federal Consumer Product
Safety Commission over whether
amusement park rides are con
sumer products that the CPSC can
regulate.
The controversy involved the
Skyride at the Texas State Fair in
Dallas, where passengers traveled
over the amusement park grounds
in open gondolas attached to a
sirigle moving cable.
On Oct. 21, 1979, four of the
gondolas collided and fell to the
ground, killing one passenger. A
similar accident at an amusement
park in Missouri caused three
deaths and prompted an investiga
tion by the CPSC.
Texas State Fair officials,
however, refused to allow a com
mission engineer to inspect the
ride or examine documents con-
ceming it. The fair filed suit seek
ing a judgment that the ride is not
a consumer product and is outside
the CPSC’s jurisdiction.
But a federal appeals com I
ruled that the ride is aconsuM
product, and the commissionWi|
right to inspect it.
Six weeks after the app
court ruling, however, Presiffl

pany to advise corporations and
foreign governments how to avoid
terrorist attacks.
Beckwith said the April 25,
1980, raid on Tehran and the sub
sequent publicity the ill-fated mis
sion brought made him a celebri
ty, but destroyed his ability to
function in covert activities.
The career soldier retired from
the Army Sept. 30. His last com
mand was the 97-man Delta
Group, a specially trained group
of soldiers whose Tehran mission
was scrapped by the collision of
two aircraft in Iran’s Dasht-e-
Kavir Desert.
Beckwith, who was nicknamed
“Chargin’ Charlie’’ by his troops,
volunteered for service in Viet
nam three times, where he was
wounded while commanding a
special forces group.
His hard-nosed attitude is re
flected in a plaque that adorns his
desk, “Kill ’em all. Let God sort
’em out. ”
Security Assistance Service of

with in early October. He em
ploys two former members of De
lta Force and a former secret ser
vice agent.
“No names,” Beckwith said.
“Just say there’s a little bitty fel

Beckwith is equally as secretive
about his clients.
