James Gillman, director of Blue Cross-Blue Shield’s federal em ployee program, said in an inter view Sunday the program is on the verge of bankruptcy. Gillman put the blame on fed eral budget cutting, which lo wered the government s contribu tion to premiums for its employee health insurance. Now, Blue Cross-Blue Shield will pay out ab out $200 million more in benefits than it receives in subscriber in come, he said. Gillman said 1.8 million gov ernment workers and 5 million family members insured by Blue Cross-Blue Shield will find them selves without coverage begin ning Jan. 1, 1982, unless a recov ery plan is worked out by Con gress. “It would be wrong for us It jeopardize their money for federi employees,” Gillman said. 1i would be Blue Cross and Blue Shield hailing out the federal gov. eminent because it wasn’t willinj to pay its own costs.” Insurance to non-government workers would not be affected. The justices ordered a federal appeals court to dismiss a dispute between the Texas State Fair and the federal Consumer Product Safety Commission over whether amusement park rides are con sumer products that the CPSC can regulate. The controversy involved the Skyride at the Texas State Fair in Dallas, where passengers traveled over the amusement park grounds in open gondolas attached to a sirigle moving cable. On Oct. 21, 1979, four of the gondolas collided and fell to the ground, killing one passenger. A similar accident at an amusement park in Missouri caused three deaths and prompted an investiga tion by the CPSC. Texas State Fair officials, however, refused to allow a com mission engineer to inspect the ride or examine documents con- ceming it. The fair filed suit seek ing a judgment that the ride is not a consumer product and is outside the CPSC’s jurisdiction. But a federal appeals com I ruled that the ride is aconsuM product, and the commissionWi| right to inspect it. Six weeks after the app court ruling, however, Presiffl Reagan signed into law his sweep! ing budget law, which incWes!| provision that specifically eludes fixed-site amusement pail rides from the definition ofn sinner products.
