McConn, a two-term incum bent, failed even to carry his home precinct as voters put City Con troller Kathy Whitmire and Harris County Sherrif Jack Heard in a mayoral runoff, expected to be held Nov. 17. Tuesday’s final tally, certified Wednesday by City Council, showed Mrs. Whitmire with 36 percent of the vote. Heard with 24.5 percent, McConn with 13.8 percent, Louis Macey with 13.5 percent and Justice of the Peace Al Green with 9.2 percent. Remain ing votes were split among 10 other also-rans. McConn, whose $1 million campaign war chest was larger than all others except Heard’s, said voter frustration turned the tide in favor of Mrs. Whitmire and Heard. “They took out their frustration and I was the handiest target, ’’ he said. “They’re frustrated because because there are not enough city services. They’re frustrated be cause of traffic. And they’re frus trated because of potholes. ” He also warned the next mayor of Houston. “The voters think the mayor can solve all the problems. They’re looking for a miracle,” he said. Meanwhile, Mrs. Whitmire and Heard began plotting strategy for the runoff. Mrs. Whitmire, whose grass roots campaign centered on a business-like attitude for City Hall, told supporters she plans to attack Heard with issues and hoped to leave personalities out of the runoff campaign. “I’ll tell you what we have to do in this runoff. We’ve got to get our opponent out and talk about speci fics,” she said. And the events that followed the destruction of her 1-month- old Dodge Aries K have convinced the social worker it’s time to start looking at foreign cars. Thompson said Tuesday she finally has accepted a complete settlement from her insurance company, but is still angry at Chrysler Corp. and the treatment it gave her. “As a social worker I’ve been fighting for other people for 20 years and now this happens to me and I’m kicked in the face, she said. “It’s a real shame at what’s hap pened to the American car indus try. I always thought apple pie, the American flag and Chrysler — but I don’t anymore.
