United Press International AUSTIN — Land Commission er Bob Armstrong Thursday abruptly cancelled a news confer ence at which he had been ex pected to announce his candidacy for the Democratic nomination for governor. In a statement issued one hour before the news conference was scheduled to begin, Armstrong said, “Due to a combination of fac tors, including the Veteran’s amendment and redistricting, I —“7 am no ^ rea dy to announce today.” ' ^ Sara Speights, an Armstrong aide, said the cancellation of the news conference does not mean Armstrong has changed his mind about entering the gubernatorial race. He originally had planned to make his announcement after Nov. 3, when Texans will vote on a proposed constitutional amend ment authorizing more bonds for the Veterans Land Program he administers, and after the five- member State Redistricting Board has completed its work on new House and Senate districts. Associate Attorney General Rudolph Giuliani told a House subcommittee Wednesday that fines of $500 to $1,000 are needed to remove the job opportunities that lure illegal immigrants into this country. But while Giuliani suggested employers could rely on such stan dard documents as Social Security cards or birth certificates in check- American Legal Defense and Education Fund, said employers would be tempted to discriminate against all “foreign looking” work ers to avoid the risk of being fined. Bailer argued the U.S. living standard is exercising a pull that cannot be effectively resisted and could be used to rebuild and revit alize the American economy. Congress should consider “adopting instead a program for increased legal immigration by ex panding visa allocations to our contiguous neighbors, Mexico and Canada,” he said. “If we try to build a fortress around ourselves and exclude “As you know, one of the major factors pulling migrants to the Un ited States is employment oppor tunity,” he said. “The borders are simply too extensive to seal effec tively.” The Reagan proposal would re quire employers to obtain proof of legal residency, impose court in junctions against repeat violators and levy criminal penalties if in junctions are violated, Giuliani said.
