United Press International AUSTIN — A proposal to allow local governments to exempt up to 40 percent of the value of resi dences from property taxes will be submitted to voters for ratification on the Nov. 3 ballot constitutional amendments. The proposal, Proposition 6, will allow cities, counties, school districts and other local governing units to grant property tax exemp tions. The decision to grant those ex emptions would be left to each governmental unit, but the prop osed amendment would erase any constitutional barriers to doing so. The so-called Peveto Bill, pas sed in 1978 in an effort to equalize tax appraisals and collections throughout Texas, required that all property be appraised at 100 percent of its market value. The resulting reappraisals in some areas caused sharp increases in taxes on residences, shifting sig nificant shares of the property tax burden from businesses to homes. “For instance, in Harris County prior to the 100 percent market value, the average home was on the tax rolls at somewhere be tween 30 to 40 percent of its mar ket value, whereas the businesses that were on the tax rolls at 95 percent of their market value," said Representative John Sharp, D-Victoria, one of the sponsors of the proposed amendment. “So when you go to 100 percent market valuations on all property, it shifts those taxes from business back to the homes,” he said. “All we re trying to do is give local gov ernments, if they need it, a way to get things back like they were prior to passage of the Peveto bill.” Sharp said most cities will prob ably choose to grant exemptions below the maximum 40 percent allowed for 1982 through 1984. The maximum would drop to 30 percent for 1985 through 1987, and to 20 percent for 1988 and subsequent years. "We’re not trying to sell thisasj huge tax relief measure,” Skip said. “We re trying to sell it as something necessary to keep i massive tax revolt from hitting Texas. Nathan of Toledo, Ohio, said in a letter to TDC Director W.J. Estelle Jr. that prison officials’ surveillance of confidential investigative meet ings had caused inmates to write him, requesting that such meet ings be halted.
