Before the new orders came from President Reagan on Tues day, the Coast Guard could only challenge vessels suspected of car rying illegal aliens after the boats entered U.S. territorial waters. The new orders seem to protect refugees fleeing their homeland because of political persecution by authorizing the Coast Guard to ask for documents proving their sta tus. But a State Department spokesman could not identify what type of document would prove a refugee was fleeing for political reasons. Justice Department spokesman Thomas Stewart said: “We have discovered by talking to thousands of Haitians that they are very' frank in saying they want to come to the United States to get a job. It’s a very rare one who says he’s com ing because he wants to escape the government of Haiti.’ Stewart said the new Coast Guard authority includes permis sion to fire weapons if a Haitian vessel does not respond to a call to halt for inspection. But he said officers are unlikely to fire weapons. “This is a small boat against a cutter 400 feet their attention with a firehose. ’ The White House proclamation said: “The entry of undocumented aliens from the high seas is hereby suspended and shall be prevented by the interdiction of certain ves sels carrying such aliens. ” A spokeswoman for Sen. Paula Hawkins, R-Fla., said the mea sure “is aimed at the Haitians. The problem is with Haitians at the moment; Cubans aren’t coming W. publi The presidential proclamation stated the orders were released “in accordance with cooperative arrangements with certain foreign governments.” White House and Justice Department officials have been negotiating for months with the Haitian government in an effort to curb the flow of illegal Haitian immigrants crowding into Florida.
