Ross Perot and his Electronic Data Systems Inc. have won another local round in their unprecedented battle against Iran but have not done quite as well on the national level. A Dallas federal judge has granted aperma- nent injunction blocking the United States government from returning $20 million in Ira nian assets as part of the agreement to free the American hostages. The order signed during the weekend by U.S. District Judge Robert Porter and re vealed Monday also prevents further govern ment intervention into the computer com pany’s breach of contract case against Iran. EDS claims Iran stopped payment on a data processing system the company had installed in that country. Porter has now made several rulings in which he declared the settlement negotiated by Carter was without statutory or constitu tional authority. EDS is also challenging the agreement that freed the 52 hostages on another front. The U.S. Supreme Court on Monday, however, refused to speed up its consideration of EDS’ challenge. The justices declined to hear a fas- ter-than-usual appeal by the Dallas based com pany. The firm filed its breach of contract suit in February 1979 after Perot financed a comman do team’s efforts to free two EDS employees held in a Tehran prison. Perot said the Iranian government demanded $12 million in ransom to free the hostages. The men were released when the commando team spurred Iranians into storming the prison, freeing all of the inmates. “We had a three-year contract with Iran,” said Bill Wright, EDS director of public rela tions. “In late 1978, Iran stopped making their monthly payments that were due to us on a $41 million contract. By December of 1978, we concluded they were not going to pay us. We terminated the contract and we shipped our employees out of Iran. ’’ After filing suit, Wright said EDS located Iranian funds in the Marine Midland Bank in New York. In June 1979, Porter issued an attachment order placing the funds in escrow until the suit was settled. After a two-week trial in May 1980, Porter ruled favorably for EDS but the Iranian gover- ment appealed. The justices Monday declined to hear the appeals of Murriel D. Crawford Jr., who has been sent enced to death for the fatal shoot ing of a cashier at a convenience store in Amarillo, Texas, and Doyle Edward Skillern, found guilty for the 1974 robbery-slaying of Agent Patrick Randel, who had worked undercover to purchase illegal drugs from Skillern and a co-defendant. Crawford’s case stemmed from an Oct. 22, 1975, incident, when Crawford and David Mabra rob bed a convenience store in Amar illo, Texas. During the robbery, cashier Edith Whitfield was shot and killed. Mabra eventually gave a state ment to police claiming Crawford carried the gun into the store and fired it twice at the cashier. In response, Crawford gave a statement claiming Mabra had carried the gun into the store and that it had accidently discharged. Crawford said Mabra later inten tionally shot the cashier when she moaned from the wound of the first shot. Mabra then gave authorities a second statement, admitting he had carried the gun into the store and that Crawford grabbed it when Mabra threatened the cashier.
