Betty Andujar, R-Fort Worth, returned to the Senate today for the first time since she had a heart attack Dec. 21. The four-term senator made her first appearance on the job this ses sion when she arrived late for a meet ing of the Committee on Economic Development. Testimony on a set of right-to-work bills was interrupted so the senators and witnesses could welcome her. JOB Smiling and waving, Andujar took her seat. Bryan-College Station had 2.7 percent unemployment in De cember, with Abilene’s 2.4 per cent the only lower rate in the state, according to Texas Employ ment Commission figures. December’s rate was down from November’s 2.9 percent un employment. But December 1980’s unem ployment rate rose from Decem ber 1979’s 1.6 percent. This was due to a 7 percent increase in the civilian labor force — the number of people in the area available to work. The labor force increased be cause of an influx of industries, businesses, and oil field workers to the area — bringing in new families — and an increase in the number of students at Texas A&M University, TEC manager Walt Baker said. Preliminary figures show that 1,170 of the resident labor force are now unemployed. At the same time, the civilian labor force has reached a record high of 42,970. The unemployment rate in De cember for all of Texas was 4.9 Percent Unemployment 5.0 percent; 6.9 percent for the Un ited States. Baker predicts the unemploy ment level in 1981 to continue to be low. But from all indications, it appeared unlikely a reform order agreement would be filed Tuesday in U.S. District Court in Houston — meaning attorneys for the three sides would have until Sunday to come up with their own plans. U.S. District Judge William Wayne Justice in December found the TDC guilty of massive violations of inmate rights, but delayed until February a detailed order requiring sweeping reforms. He said attorneys would have until Feb. 10 to try to hammer out an agreed reform order and if that could not be done, until Feb. 15 to submit separate prop osals. “I just wish they would agree on an order,” said a spokeswoman for Jus tice’s Tyler office said Monday, in dicating she thought it unlikely. Reached in Washington, D.C., U.S. Justice Department attorney David Vanderhoof responded: “We’ve agreed that none of us will comment until something is filed,” he told UPI. “Obviously nothing is going to be filed on the 15th, which is a Sunday, or the 16th, which is Presi dent’s Day.” The federal courthouse will be closed both those days. In San Francisco, the attorney for the plaintiff inmates told UPI: “I hate to do this to you, but I can’t talk about it. We’ve agreed. ” Attorney William Bennett Turner did say, however, that if an agree ment were reached, the attornm presence would not be required, “It can all be done on paper, ti said. Meanwhile, Attorney General Mark White was reported meetint with counsel for all sides via a tele phone conference call during at afternoon session in Austin. Justice’s Dec. 12 ruling came inai 8-year-old case originally filed byie mate David Ruiz, later combind with a lawsuit by inmate O.D. ] son and finally extended into a action. He also found prison sys tem disciplinary and grievance pint- edures unconstitutional, and prison inmates illegally interfered with inmate access to the courts, even during this lawsuit.
