Toon said Soviet attempts to ex tend its sphere of influence makes the world “a dangerous place.” The 64-year-old diplomat set guidelines he said the United States should follow in dealing with the Russians. The most important ingre dient was a U.S. national consensus of what this country’s best interests are. “We are without a national con sensus on vital interests,” Toon said. The country must know “where we will go to the mat with the Russians,” he added. Saying he was neither “hard” nor “soft” in his attitudes toward the Soviet Union, Toon termed himself realistic. He said the Soviets view the United States as a stumbling block to their goal of seeing a world responsive to Moscow control. “I believe they would do us in, in a very real sense, if it resulted in acceptable damage to themselves,” Toon said. “They will seize opportu- nites in the Third World at the risk of detente, and even peace on a region al basis.” He said recent history shows the Soviet Union will not retreat from gains. Despite their aggression, the Un ited States cannot close the channels of communication, he said. “The nuclear world is much too dangerous a place for such an attitude.” Toon, who in more than 30 years of State Department service has also) served as Ambassador to Israel, Yugoslavia, and Czechoslovakia, said ; effective dealing with the Soviets re quires an absence of illusions about their goals. The Soviet Union pays little atten tion to words, but does pay attention to actions, Toon said. For example, Toon explained the Soviets paid little heed to President Carter’s rhetoric concerning Soviet expansion into Afghanistan. However, they were careful to note additional military de ployment to the Persian Gulf area after his State of the Union address.
