Metropolitan Edison Co., the plant operator, said citizen fears over the continued operation of Three Mile Island were unfounded and should not be a factor in the regula tory process. However, the NRG licensing board for the proposed 1980 restart of the undamaged twin reactor at Three Mile Island disagreed, telling the NRG commissioners recently, “To conclude summarily that these fears are baseless and therefore beyond NRG jurisdiction, as urged by the licensee, may produce addi tional stress.” Scientists, including those on the President’s Commission on Three Mile Island, have concluded psychological stress was the primary ill-health effect of the nuclear acci dent. Some local citizens as late as two months ago were experiencing psychosomatic illnesses such as in somnia and rashes.
