Cant. Expy. United Press International TUNIS, Tunisia — A guerrilla attack on a Tunisian mining center has not been all bad for the regime of president-for-life Habib Bourguiba. The Jan. 26 attack cost 41 lives and more than 100 wounded around the town of Gafsa. But it also brought a groundswell of national solidarity, muting com plaints for now about Bourguiba’s political domination of the nation de spite a semi-retirement forced by ill health and age. Streets bustle with traffic and crowds throng sidewalks. Nobody goes hungry. But young people are hardest hit by un employment that hovers around 25 percent. A nation of 6.4 million sandwiched between Algeria and Libya on the Mediterranean coast, Tunisia ranks among the top-most developing na tions in economic growth. “But there is a very vocal group of semi-educated people who couldn’t get the jobs they want and who won der where they’re going,” says a di plomat. “That’s an explosive situa tion. ” The guerrilla attack has been attri buted to Libyan strongman Moam- mar Khadafy’s rancor over Bour guiba’s refusal to unite Tunisia with Libya in 1974. There also was a dis pute over offshore oil rights and apparent irritation by Islamic hard liner Khadafy at having pro-Western Tunisia, among the most open of Arab societies, as an “oasis of mod eration” next door. The well-planned attack came partly through the back door from Algeria, trapping an unsuspecting military garrison on a weekend. Many of the guerrillas originally had gone to Libya in search of jobs. Most were from Gafsa, a phosphate min ing town with a history of anti government actions. Most attackers were captured af ter a number of hostages were killed. But some held out for several days and were sheltered by relatives or sympathizers. Western nations quickly came to Tunisia’s aid: France with the loan of transport planes and helicopters, the United States by speeding up arms shipments. The Carter administra tion also promised credit for more weapons likely to total more than $100 million and include rocket armed helicopters. The biggest fear now is a campaign by Khadafy-trained terrorists, some of whom may be slipping in with Tunisian workers now being thrown out by Libya. Officials are particularly worried about possible attacks on hotels at beaches where 1.5 million tourists flock each year. Tourism ranks only behind oil and Gafsa’s phosphate mines as a foreign exchange earner. Bourguiba, officially 76 but be lieved to be past 80, has been bedrid den in recent years but has improved in past months. He is again taking an active part in all major government decisions. Labor unions whose strike led to the 1978 riots have been broken. Student activists have been systema tically excluded from university life or drafted into the army, although campus strikes continue.
