In apparent preparation for a ma jor military operation, hundreds of fresh Soviet troops are being flown into the Afghan capital of Kabul and Afghan units are being reinforced with Russian soldiers, The Times of London reported Thursday in a dis patch from Kabul. In Washington, a State Depart ment source Thursday could only confirm “there are preparations for what they would call counter guerrilla activity. ” A U.S. intelligence official said Tuesday reports reaching the West indicated Soviet troops were looting in Kabul and setting fires to screen their activities. Estimates of the numbers of Soviet troops in Afghanistan have been increased from 87,000 to 90,000. Diplomats in neighboring Pakis tan said Wednesday fighter planes of the Soviet-backed Babrak Karmal regime have been bombarding Kama, a small town on the banks of the Kunar River 96 miles east of Kabul, since Sunday. Soviet-made artillery began pounding the area the following day, said the diplomats, who generally discount rebel accounts of fighting inside Afghanistan. The fighting in the area about 25 j miles from the border with Pakistan began after 250 Afghan troops de fected to the rebel side and seized control of the surrounding district, a guerrilla leader in the Pakistan fron tier town of Peshawar said. The defecting troops brought rocket launchers and anti-aircraft guns with them and rebel leader Mangal Hussain said the weapons gave the insurgents enough fire pow er to keep armored units from cros sing the Kunar River. Public unrest against Afghan and Soviet forces was said to be growing because food supplies to cities are being cut by severe winter weather and by landslides caused by rebel sabotage, the intelligence official in Washington said. Juptnamba United Press International The United States and Iran are nearing a “face-saving” agreement that would lead to freeing the 50 American hostages from the U.S. Embassy in Tehran, a Kuwaiti news paper said Thursday. “The first step toward a settlement will be the establishment of an inter national commission to look into the crimes of the ousted shah,” the newspaper Al Anba said. “Once the commission finishes its report, the hostages will be handed over to U. N. Secretary General Kurt Waldheim and the United States will lift its sanctions against Iran." In Washington, Deputy secretary of State Warren Christopher said he could not confirm the Kuwaiti re port. Christopher told the NBC Today program: “No, I wouldn’t say there’s a deal in the making. I’d say we have a somewhat promising situation and we re working hard on it as we have been for the last 96 days. “We have hopes but I wouldn’t want to create false expectations for the families of the hostages and the American people. ” Iran’s Foreign Ministry, reached by telephone from London, con firmed that Information Minister Nasser Minachi, jailed Wednesday, was freed from custody early Thursday. The statements by Foreign Minis ter Carlos Ozores and President Aristedes Royo in separate television interviews Wednesday were the latest in a series of confusing state ments issued by Panamanian author ities on the status of Shah Moham med Reza Pahlavi.
