setting pace of New York City hank
robberies has finally slowed and
police, optimistic for the first time in
months, believe they may stem the
decade-long rise in 1980.
Officials attribute the drop in hank

WESTMINSTER, Md. — Valerie
Rapp didn’t win any acting prizes
when she tested her dramatic skills
1 by pretending to be Eliza Doolittle,
the flower girl in “My Fair Lady.”
But she did get arrested for selling
flowers without a license.
Rapp was arrested Friday after she
asked two police officers to buy flow
ers. She is to appear in District
Court Feb. 7 on charges of selling
flowers without a license and giving
false statements to police.
Rapp, 18, admits she took the ruse
a bit far by not telling police the
whole truth until an hour after she
was arrested. Her masquerade was
part of a drama class assignment to
find out if she could persuade real
people she was the characted she
assumed.
