A. R. Schwartz, D- Galveston, said he will introduce a bill during the Legislature’s special session calling for formal designation of Moody College as Texas A&M University at Galveston and having that institution share in the Perma nent University Fund (PUF). The senator announced his plans for sponsoring such legislation fol lowing his address Saturday at cere monies marking the opening of a $4.4 million classroom and labora tory building at the marine-oriented unit of the Texas A&M University System. Renaming of A&M’s Galveston unit and allowing for its inclusion in the PUF were among provisions of unsuccessful legislation sponsored by Schwartz during the past session for future funding of public higher education in Texas. Schwartz said his special session bill will pertain only to Texas A&M activities, explaining that any PUF- related bill affecting the University ofTexas System will have to be intro duced by someone else. The Texas A&M and UT systems share the PUF. The aspect of Schwartz’s bill deal ing with the name would settle a legal issue raised when the Texas A&M University System Board of Regents earlier this year designated the unit in Galveston as Texas A&V1 University at Galveston. A subse quent attorney general’s opinion stated the regents did not have the authority to make the name change and that it could be made only through legislative action. Schwartz said he supports the re gents’ action, noting the only legisla tive involvement in the name of the institution was a 1931 authorization to establish a “nautical school for boys.” Texas A&M’s Galveston unit be gan in 1962 as the Texas ||j Academy.
