Dr. Roy Hann and the program were called on last July by the port of Brownsville to set up a base of study and documentation of the ef fects of the oilfrom a blown-out Mexican well on the Texas coastline. He said they also inventoried equipmentavailable in the local area for dealing with the oil as it came ashore and evaluated the criteria forthe selection of disposal sites. Hann expressed concern for the lack of federal response to the situa tion. He said, “They didn’t send their people out to the field to do the things we were doing. The group headed back to Brownsvilie in early August as the oil began to come ashore, he said, they had to determine the specific properties of the oil to be able to recommend clean-up methods. “The oil was too thick to be hand led by conventional pumps. This particular oil was more like tooth paste than, say, gasoline,” he said. They also checked the effectiv- ness of the equipment being used off and on shore and in most cases found it to be lacking. Again, documentation was the order of the day. Hann and his co-workers are working on their reports about the spill from this end now. “They are making recommendations to the state as to how they should be able to have more control over what happens on the next spill.“We feel there should be more involvement of the state agencies for better pro tection of our coastline,” he said. “Rightly or wrongly the role of dealing with oil spills tends to fall on the government and so what we’re- trying to do is to educate the peop- leinthe government so they’ll know what they have to do to set up a program to deal with oil spills, ”he said.
