The bill was approved, 24-14, after the adoption of a key amend ment intended to protect Western water rights from infringement by the federal government. The amendment, a major victory for Western lawmakers, would pro hibit the federal government from taking water for use by pipeline companies in violation of state laws. The legislation would let the sec retary of interior grant pipelines the needed right-of-way, including the power to build them across privately owned lands over the objections of the owners. Before accepting the bill, the Westerners demanded guarantees that the states would have the final say on how much and under what conditions water could be used to jcarry the coal in the form of slurry, which is a mixture of raw materials with water. The amendment was offered by Rep. Dan Marriott, R-Utah, after negotiations with members who had opposed two earlier efforts by Mar riott to amend the bill.
