The de vices were removed by the bomb squad without incident. It was not immediately known whether the devices were explos ive. An initial police report indi cated the device found at the Republican offices had all the components of a bomb, but could not explode. A spokeswoman at the Demo cratic State Committee head quarters on East 42nd Street said the cylindrical device, which was attached to a watch, was found shortly after an anonymous male telephone caller warned that, “There’s a bomb in the office — this is no joke.” About 20 minutes later, a simi lar device was found in the of fices of the Republican County Committee. Edward Kennedy will form a presidential campaign committee, possihily as early as next week, his press secre tary said Thursday. "I just made a stupid mistake, Alice French, a teacher at Tara High School, said Wednesday. “I’m going to be hanged because of it. I know I deserve some hanging, but the noose is too tight. The skit was presented last Friday at a football pep rally. Tara played McKinley High School, which is predominantly black, that night.
