SEPTEMBER 11, 1979 Carter’s diplomacy gets test United Press International WASHINGTON — The “firm diplomacy” President Carter said he would employ to deal with the Soviet troops in Cuba is getting its first real test with the return to Washington of Soviet Ambassador Anatoly Dobrynin. State Cyrus Vance. The meeting signaled heightened negotiations over the troop issue that is clouding prospects for SALT II ratification and U.S.-Soviet relations generally. Asked why he imposed the rule, Jones had an equally simple answer. “It detracts from a manly image,” he said. LONDON — Britain threw up one of the stiffest security screens in years Monday around its last-ditch peace conference on Zimbabwe Rhodesia bringing together dele gations from the Salisbury govern ment and the two parties which have waged a guerrilla war against it. Rhodesia declared itself unilater ally independent in 1965 under a white-ruled regime rather than sur render power constitutionally to the black majority. The guerrilla war broke out in 1972 and has continued through the assumption of power this year by the nation’s first black Prime Minister Abel Muzorewa, under an internal majority settle ment. The officials said if the peace at tempt fails, the present bush war might well erupt into an interna tional conflict with probable Soviet, Cuban and South African involve ment. The talks, pushed for by Prime Minister Margaret Thatcher, will try to get the guerrilla groups to ac cept a peace settlement and a new independence constitution, which would return the country to legality and lift U.N. sanctions. LONDON — Gold pushed up once again on the London and Zurich markets Monday and one Swiss dealer predicted it could reach $400 by the end of the year. The dollar opened marginally lower on most money markets. Gold opened at $337,625 in Zurich, compared with $330.00 at Friday’s close. In London, it opened at $336,625 compared with $331,375 Friday. The dollar opened in London at $2,249 against the pound, compared with $2.25 at Friday’s close. In Zurich, the dollar opened at 1.62705 Swiss francs, against 1.6275 at Friday’s close. In Frankfurt, it was 1.8045 compared with 1.8085 Friday. TEHRAN, Iran — Kurdish re bels fighting for autonomy invited 28 government soldiers to cere monies honoring the Tehran re gime’s victory in the battle and then shot and killed them, Iran’s chief of staff said today. Chief of Staff Maj. Gen.
