Texas College Station AVISO PUBLICO Breves Deelaraeiones Explieativas De Las ENMIENDAS CONSTITUCIONALES PROPUESTAS ELECCION ESPECIAL 6 DE NOVIEMBRE DE 1979 PROPOSICIOIS ISO. 1 E1S LA BOLETA (H.J.R. 108) La Resolucion Conjunta #108 de la Camara de Representantes propone una enmienda en la consti- tucion de Tejas referente al nombramiento y a los plazos de los notarios publicos. La enmienda propuesta: —Requerird que el Sec- retario de Estado nombre a un numero conveniente de notari os publicos para el estado; y —autorizard para que los plazos oficiales para notarios publicos sean por no menos de dos anos y por no mas de cuatro anos. La provision temporal de la enmienda constitu- cional projmesta declara que la enmienda entrard en vigor el 1° de enero de 1980; que cada persona que hay a sido nombrada como notario publico antes del 1° de enero de 1980 contin- uard ejerciendo como no tario publico hasta ven- cerse el plazo por el que fue nombrado; y que esta provision temporal se ven- cerd el 1° de enero de 1982. La enmienda propuesta aparecerd en la boleta como sigue: ‘'La enmienda constitu- cional para el nombra miento de notarios pub licos para el estado para un plazo de no menos de dos anos ni de mas de cuatro anos, s egun lo provisto por la ley.” PROPOSICION ISO. 2 ETS LA BOLETA (H.J.R. 133) La Resolucion Conjunta #133 de la Camara de Representantes propone una enmienda en la consti- tucion de Tejas para pro veer una revision del pro- ceso reglamentario en las agendas del departamento ejecutivo. Esta enmienda propuesta permitird a la Legislatura el decretar leyes: —Para jproveer una re vision legislativa del proceso reglamentario en las agendas del departamento ejecu tivo ; —Para prescribir con- didones para que las leyes sean puestas en vigor; —Para suspender, re- vocar o expirar las reglas; —Para prescribir pro- cedimientos; y —Para delegar autori- dad a cualquiera o a ambas cdmaras, o a los comites de cual quiera o de ambas cd maras. La enmienda propuesta aparecerd en la boleta como sigue: ‘‘La enmienda constitu- cional para proveer una revision legislativa del proceso reglamentario en las agendas del de partamento ejecutivo.” PROPOSICIOiy ISO. 3 EI\ LA BOLETA (S.J.R. 13) La Resolucion Conjunta Senatorial #13 propone una enmienda en la consti- tucion de Tejas para auto- rizar a la Legislatura para que provea una garantia de prestamos, a las per sonas calificadas, para la compra de bienes raices agricolas y ganaderas. De esta manera, la enmienda propuesta podria permitir a la Legislatura el proveer, emitir y vender bonos de obligacion general llama- dos ‘‘Farm and Ranch Loan Security Bonds” (Bonos de Seguridad Para Prestamos Agricolas y Ganaderos) del Estado de Tejas, sin exceder la can- tidad de $10 millones de dolares. Todo dinero reci- bido de la venta de estos bonos seria depositado en un fbndo diferente en la Tesoreria Estatal y seria administrado por el comi- sionado de agricultura, sin mas apropiaciones. Estos fondos garanti- zarian prestamos para la compra de bienes raices agricolas y ganaderas. El comisionado de agricultura usaria estos fondos bajo las provisiones prescritas por la Legislatura, con el proposito de garantizar prestamos para la compra de bienes raices agricolas y ganaderas; para adquirir hipotecas de bienes raices o escrituras de bienes raices compradas con prestamos garantizados. Estos fondos serian us ados tambien para adelantar un porcen- taje del principal y del interes debido en esos prestamos, a la persona que calif ique para el pres- tamo. The tournament is not the usual format. The teams are playing two- ball and four-ball competition in volving 54 golfers and six-man teams from each SWC school. The players played 36 holes Monday and will finish the competition with 18 holes today. Each school entered three teams in the two-ball competition and one team in the four-ball com petition. Scores are determined by the best ball on each hole. The eight previous fall cham pionships have been won by the University of Houston five times and Texas three. The Aggies are leading the tour nament with a four-ball total of 119 which is 25 under par. TCU follows with 121; Houston and SMU 125; and Texas 128. Aggies Dave Ogrin and Steve Bowman lead the two-ball best-ball competition with a score of 127 which is 17 under par. The four other members of the leading Aggie team are Richard Cromwell, Brad Jones, Kel Devlin and Danny Briggs. Billy s. He hated to lose this season. Steve Brown, part owner of the New Orleans Pride, Monday ex tended a $5,000 offer to the Indiana Pacers to pit Meyers against a Pride player in a head-to-head contest. The Pacers have not responded to the challenge. “We do wish Ann the best of luck and success in her attempt to play in the NBA, Brown said. “However, we intend to erase the idea that she is the No. 1 female basketball player in the land. “The Pride challenges the Indiana Pacers to match a $5,000 sum that the Pride will put up for a one-on- one match between Ann and a player from our team." Brown said the contest could be held in the Louisiana Superdome in November. Dr. Jack Hughston of Columbus, who operated on Johnson’s left knee last season, was to report back to the Oilers Tuesday on Johnson’s condi tion. The former NFL leading punt returner was hurt in Sunday’s game at Pittsburgh. Immediately after the game a team spokesman said “it was too much to expect” that Johnson would play again this season. The initial diagnosis was a torn ligament. Head coach Bum Phillips said, “it’s not a bright outlook. “It’s too bad for Billy’s sake be cause he was going to have a great year.
