Conference officials predict it will be a stormy meeting with some of the bitterest debate over Thatcher’s suggestions that Britain will lift eco nomic sanctions against Zimbabwe Rhodesia and recognize its former colony’s first black government headed by Bishop Abel Muzorewa. The British premier, known as the “Iron Lady,’ held a series of private meetings Tuesday with Pres idents Kenneth Kaunda of Zambia and Julius Nyerere of Tanzania, two key figures opposed to recognition of Muzorewa’s government. Despite Kaunda’s earlier denun ciation of Thatcher as a “frightened woman’’ intimidated by growing Soviet influence in Africa, the meet ings were described by officials as “cordial.” Thatcher was cast by Kaunda, his A ruling last October by Spanish aviation authorities held the KLM pilot responsilile because he al legedly began his takeoff before get ting flight control clearance from the tower. But Dutch airline manage ment and civil aviation leaders dis agreed and had their own experts double check the Spanish findings. Their report was made available to the court hut not released. Instead, the court confined itself to listing a number of procedures that might help prevent such acci dents in the future. The pilots association issued a statement saying “all the points (in the court’s ruling) are old hat and their practical use will be nil. “The association deplores that the Dutch investigation was not dealt with at the session. The court has failed to make a real enquiry into the cause of the accident. All it has done now is an abstract exercise which is distantly related to the Tenerife catastrophy.” The court said there should be tightening up of language used in all aircraft movement to avoid misun derstandings. Kaunda warned if Britain lifted economic sanctions against Rhodesia it could cause the breakup of the Commonwealth. The Commonwealth’s senior executive officer, Secretary-General Shridath Ramphal, dismissed ideas of a breakup but admitted there was no “magical plan” for Rhodesia and a major achievement of the confer ence would be the avoidance of a major split. Britain’s southern Africa policies sustained another blow just 24 hours before the opening of the confer ence. Nigeria announced Tuesday it had seized British Petroleum’s 20 percent share of the West African country’s largest oil producer and ordered the expulsion of the com pany’s employees because it said BP planned to sell oil to South Africa. Officials in London estimated British Petroleum’s assets in Nigeria at $1.2 billion. BP said recently it would ship crude to South Africa to ease the impact of a loss of Iranian oil in South Africa.
