It was the fourth nation Shah Mohammed Reza Pahlavi has visited since leaving turbulent Iran Jan. 19. His arrival in Mexico City caught members of Iran’s embassy in Mexico City by surprise. Sporting a light-colored suit and appearing happy though thin, the shah said upon his arrival from Nas sau at Mexico City’s International Airport he planned to spend “a few months’’ in Mexico. “We have had such pleasant memories of our visit to Mexico, ” he said, referring to his last visit in May 1975. “We enjoyed so much your beautiful scenery and your hospital ity.” The shah, Empress Farah, an 18-year-old son and six other people were immediately whisked off in four dark limousines to the wealthy resort town of Cuernavaca, 50 miles south of Mexico City.
