Diplomatic officials said King Hassan of Morocco extended an official invitation to the shah. Morocco’s ambassador to Egypt delivered the message to Shah Mohammed Reza Pahlavi at his quarters in the Oberoi Hotel, then returned to Cairo. There was no word whether the Iranian monarch would accept the invitation. The shah and his wife are be lieved to be bound for the United States eventually. Ford arrived in Cairo today on a long-scheduled tour of the Middle East. He had previously arranged to see Sadat in Aswan today and was staying at the same hotel already occupied by both the shah and the president. Although the shah s plans were still unknown, it seemed certain he could not plan any re turn at the present time. Ayatol lah Ruhollah Khomeini, who led the forces that forced the shah to leave Tehran after 14 months of riots and protests, declared Wednesday that the hereditary monarch was a public enemy. The shah and his empress, Farah, arrived from Tehran Tuesday without clarifying his previous announcement that he would take a vacation of indefi nite duration. But many obser vers believed he has begun what will be a permanent exile. Iranian oil cutbacks hurt U.S. United Press International WASHINGTON — Iran’s cut back of its oil production has plunged the United States into a se rious but “not as yet critical” prob lem with energy supplies, Energy Secretary James Sehlesinger said Wednesday. Schlesinger, testifying at a hear ing by the Senate Energy Commit tee, said the interruption of Iranian production was partially offset by increases in production from other Middle East countries. The net ef fect is a drop of 500,000 barrels a day of oil that this country must draw from its regular winter in ventory, he said. “We can get through the first quarter of the year and possibly the second quarter without drastic ef fects,” Schlesinger said. “The situa tion is serious. It is not as yet criti cal. If this problem continues, we shall have to take additional mea- By the summer, continued use of inventory would seriously threaten needed supplies for next winter, he said. Schlesinger said the nation can do some things to ease the problem, such as allocating oil to refiners, using more coal and nuclear energy for electricity, slowing down the rate at which a strategic oil reserve is filled; and easing air-quality rules. When asked about rationing, he said, “1 think that would he a mea sure taken only as a last resort.
