Carter opened the day’s cam paigning for Democrats in Wichita, Kan., where he signed a bill allow ing China to buy U.S. farm products under American-guaranteed loan programs. Later, in Minneapolis, he signed a waterway toll bill levying upkeep taxes on commercial users of navig able rivers. Speaking in Rochester, Minn., famous for its Mayo Medical Clinic, Carter and Mondale both invoked the name of the late Sen.
