The strike stranded thousands of commuters, delayed the shipment of grains and other fall harvests and posed a major threat to the economy, prompting the White House to intervene. Striking railway clerks across the country, assured by a federal judge they are protected against manage ment reprisals, pulled down picket signs and reported to work. A tem porary restraining order issued by District Judge Aubrey Robinson Friday forced the railway clerks back on their jobs during a 60-day cooling off period. Black Caucus likes speech by president United Press International WASHINGTON — President Carter brought thousands of cheer ing blacks to their feet Saturday night with his vow to fight for full employment and ERA extension bills — and to keep Andrew Young as U.N. ambassador as long as he is president. He brought the 8th annual Con gressional Black Caucus dinner to a climax when he called Rosa Parks, the woman whose protest started the Montgomery bus boycott, to the stage and greeted her with a hug. “Right on!” he shouted as he finished. ^ The blade tie audience shouted back, “right on!” Carter asked a series of questions — “can we afford to be satisfied when we’ve got hundreds of thou sands of young black men walking the streets looking for jobs?” The crowd roared “no!” Carter also got loud applause when he announced his support for the H umphrey-Hawkins full employment bill this year and when he predicted the Senate would pass next week a bill extending time for ratifying the equal rights amend ment. The crowd rose its feet when Car ter said: “As long as I am president, and Andy Young is willing to stay there, he’ll be U.N. ambassador.” Railroad officials said service was being restored promptly and the rail systems should be in normal operat ing condition before today. Amtrak, its passenger service crippled outside the Boston- Washington corridor, restored ser vice Saturday to 40 states. An emergency board established by President Carter will begin seek ing a solution today to the Norfolk and Western Railway labor dispute that ultimately spread to more than 130 rail systems. The striking Brotherhood of Rail way, Airline and Steamship clerks, in a dispute involving job protection .and automated machinery, struck the Virginia-based railroad July 10. The strike spread to 43 other rail roads Tuesday, then 73 railroads Wednesday, and finally to more than 130. Near the end of the week automakers announced shutdowns and other industries began layoffs because of the cutoff of parts and supplies. The Justice Department joined the railroads in seeking relief and the temporary injunction was issued Friday. Robinson said his order was “double edged” to send the strikers back to work but under protection against dismissals and other re prisals. "Reports coming in to union pres ident Fred Kroll indicate that throughout the country practically all pickets have been withdrawn,” union spokesman Henry Fleisher said. The emergency board established by the president under terms of the Railway Labor Act has 60 days to find a solution to the Virginia system dispute.
