These students are involved in gardening programs in their home states and tire attending the week- long session as guests of the Shell Oil Co. The program is co-sponsored by the National Council of State Garden Clubs, Inc. Robert H. Rucker, conference chairman, said the participants will attend programs exploring the cur rent energy and environmental problems. Among the speakers for the con ference is Dr. Linn Draper of the University of Texas at Austin. Draper is considered one of the top nuclear consultants in the nation, Rucker said. Mrs. William J. The new policy, effective this year, makes bilingual education for limited English-speaking children mandatory through the fifth grade with additional English language training provided through the 1 grade. Dr. Jesus Garcia, an educatio curriculum and instruction profe.s who has done research in muitic tural education, sees the new p«>l as a step in the right direction.
