Page 4 THE BATTALION WEDNESDAY, JUNE 28, 1978 Board declares Dallas laborer ‘public fraud’ DALLAS — A 34-year-old Dallas laborer who has filed 12 workmen’s compensation claims with 11 differ ent employers during a seven-year period has become the first Texan to be officially declared a “public fraud” by the Texas Industrial Acci dent Board. The declaration followed the board’s ruling that Carl Edward Williams had misrepresented in juries, medical history and prior claims, and received $6,180.54 in compensation and insurance settle ments. The designation carries no crimi nal penalty, but board staffer Richard A. About the same time, a jury in Amarillo sentenced a man to 999 years behind bars for the murder of a service station attendant. In each case the defendant could have been eligible for parole under Texas law as soon as he received credit for 20 years in the peniten tiary — which in some circum stances could be slightly more than 10 years. Now Gov. Dolph Briscoe and a Fort Worth area senator want to change the law to let jurors know how long a defendant would spend behind bars before the sentence is set. “I believe juries should have full knowledge of the effect of their judgments, and justice is served when a jury is not placed in the dark about the number of years a defen dant would serve behind bars ac cording to their sentence,” said Sen. Bill Meier, D-Euless. Meier’s 1977 proposal to permit juries to be informed about parole laws died in a House committee, and was the only one of 11 anticrirr. proposals backed by Briscoe whicli failed to pass. Meier said he will be back before the 1979 Legislature attempting once again to pass the bill which some prosecutors say will take the blindfold off jurors. Current parole laws permit a de fendant in most felony cases to be paroled after receiving credit for one-third of his sentence, or for 20 years, whichever is less. Through a complex series of credits for good behavior, blood donations and trus tee status, the ideal inmate could earn up to 60 days credit for each 30 days incarcerated. Legislation passed in 1977 re quires that persons convicted of cap ital murder, aggravated kidnapping, aggravated rape, aggravated sexual abuse or aggravated robbery, and those who use a deadly weapon in the commission of a felony, must serve actual calendar time of one- third their sentence before being el igible for parole. Chief opponents of Meier’s legis lation are members of the Texas Criminal Defense Attorneys Associ ation .
