tive, said Monday the claim that the
controversial move will hurt
minorities is “a stupid statement to
make.”

Jarvis, the 76-year-old antitax
crusader, told a Capitol Hill news
conference President Carter does
not understand the effects of
California’s Proposition 13.
“I’d like to meet him (Carter) be
cause I don’t think he understands
what happened in California. I think
I could help him a little bit.”
There were no plans for Jarvis to
go the White House, although he
planned to spend the day at the
Capitol.
Speaking of Carter, Jarvis said, “I
think he’s sort of like George
McGovern, who made a statement
(at the Americans for Democratic
Action convention this weekend) he
must have got out of the funny pa
pers — who said something about it
being a racial thing. They’re doing
that out of desperation. It’s a stupid
statement to make and it takes a
first-rate education to understand.”
He said his proposal will help
low-income minorities because it
will reduce rents.
Jarvis, surrounded by Republican

Roth of Delaware, Clifford Hansen
of Wyoming and Richard Schweiker
